A javascript backend for SME

The SME project currently supports generating VHDL and C++ code for the circuits, but adding a javascript backend would enable simulation of hardware in a browser. One potential use for this would be to design a CPU with SME, then share it with others, and allow them to run custom binaries on the CPU, simulated in the browser.
